Betting in South Africa: key facts
| Minimum age | 18 |
|---|---|
| Regulator | Land-based casinos in South Africa are licensed by the nine provincial gambling authorities, and the number of casino licences in each province is capped. The National Gambling Board oversees the system nationally but does not issue operating licences itself. East London sits in the Eastern Cape, so the provincial authority for this venue is the Eastern Cape Gambling Board. |
Online, only sports and horse-racing betting with a bookmaker licensed by a provincial gambling board is lawful in South Africa; interactive online casino games are not licensed here. A physical casino floor is a separate and fully licensed setting, which is why every page on this site describes a visit to Beacon Bay rather than an internet account.
Planning a visit, step by step
- Aim for the corner of Western Avenue and Two Rivers Drive in Beacon Bay, about 10 km out of the East London CBD and roughly 11 km from East London Airport — the complex is signposted off the N2.
- Bring a green ID book, smart ID card, driving licence or passport. The gaming floor is restricted to visitors aged 18 and over and staff do check at the entrance and again at the cash desk.
- Check the clock against the floor: doors open at 09:00 every day, but the tables come out later, so a morning arrival is a machines-only arrival.
- Load a smart card at the cash desk rather than feeding coins — the machines here run cash-free, and the card is also what you hand back when you collect.
- Decide before you walk in what the evening is worth to you, and treat that figure as the price of the entertainment rather than money you expect to see again.
Before you go
Hemingways is a casino inside an entertainment complex, not a standalone gaming hall. The floor sits alongside a 120-room hotel, the movies@ cinema, the Smallville children's play area, restaurants including Key Largo and Felix, and Hemingways Mall — East London's largest shopping centre, open since 2009 with more than 160 stores.
- Dress — smart casual is the safe assumption for the gaming floor and the restaurants; beachwear belongs on the Esplanade, not at the tables.
- Cash — everything is priced in rand, and the electronic machines run cash-free on a smart card you load at the desk.
- Children — the mall, the cinema and Smallville are family areas; the gaming floor itself is strictly 18 and over.
- Bookings and current promotions — this is an independent guide, so confirm rates, hours and any running promotion on the venue's own website before you travel.

What the complex actually is
The casino is one part of an entertainment site rather than a building on its own, and that is the single most useful thing to know before driving out to Beacon Bay. The gaming area covers roughly 28,000 square feet, about 2,600 square metres, and sits alongside Hemingways Hotel with its 120 rooms and suites, the movies@ cinema, the Smallville children's play area and restaurants including Key Largo and Felix.
Attached to all of it is Hemingways Mall, East London's largest shopping centre, open since 2009 and carrying more than 160 stores. For a visitor that means the gaming floor is rarely the whole trip, and it also means the busiest hours in the shared parking area are Saturday afternoons rather than Saturday nights.
The floor, in plain numbers
There are 400 machines here, and the denomination range from 1c to R25 is wide enough that two visitors can have completely different evenings on the same floor. Video reel machines sit at 50c, R1 and R2, video poker holds its own bank, and the dedicated poker machines run at R2, R5 and R10. About ten tables cover American roulette from a published R25 minimum and blackjack and poker from R50, with a linked progressive on the poker table.
The three rooms sort players rather than games: the main casino carries the bulk of the cabinets, the smoking casino repeats the offer in a self-contained space, and the Salon Prive concentrates the higher limits with more personal service. Machines run from opening; the tables come out later in the day, which is the detail most first-time visitors get wrong.
How to use this guide
Every page here answers one practical question about visiting: what the door checks, what the floor holds, how money goes into play and how it comes back out, and what the group's app does. We publish no prize figures and no promotional amounts, because those change every season and a stale number reads as a promise. Rates, current promotions and exact opening hours belong to the venue and should be confirmed there before you travel.
Gambling is for visitors aged 18 and over. If it stops being fun, the National Responsible Gambling Programme runs a free 24-hour counselling line on 0800 006 008 and a WhatsApp channel on 076 675 0710, and free self-exclusion sessions can be arranged through the programme, the venue itself or the provincial gambling authority.

The venue in context
Hemingways sits in Beacon Bay on the north-eastern edge of East London, and it belongs to the generation of South African casinos licensed after the National Gambling Act put provincial boards in charge of the industry. The licence for this venue is held in the Eastern Cape, where the number of casino licences is capped as it is in every other province.
The property grew into a full entertainment site rather than staying a gaming hall. A 120-room hotel, a cinema, a children's play area and a spread of restaurants share the ground with the gaming areas, and in 2009 Hemingways Mall opened alongside them and became the largest shopping centre in the city with more than 160 stores.
Today the venue trades as part of the Tsogo Sun group, which runs casinos across several provinces and operates the Tsogo Rewards loyalty programme that links them. The gaming floor itself remains modest by Gauteng standards — 400 machines and about ten tables — and it is the surrounding complex, not the floor, that makes it the main entertainment address in East London.

The floor keeps its own hours and Beacon Bay is a drive for most of the province. Online platforms run around the clock — check what is licensed where you are before you play, and keep it to money you can afford to lose.
